Emigration Check Not Required (ECNR) Stamp
Following persons are entitled to get the ECNR stamp on their
passports:
Gazetted Government Servants
Income-tax payees
Persons holding professional degrees
Persons staying abroad for more than 3 years
Spouses of the above mentioned type of persons
Persons holding graduation or higher degrees
Seamen in possession of Continuous Discharge Certificate and
Sea Cadets -
(a) who have
passed final examination of three year B.Sc. Nautical Science
at T.S. Chanakya, Mumbai, or
(b) who have
undergone three months Pre-Sea training at any of the Government
approved training institutes after production of identity cards
issued by an shipping master in Mumbai/Calcutta/Chennai
Persons holding permanent immigration visas, of any country
e.g. Green Card
Persons holding diplomas from recognized institutions like polytechnics
or of vocational training from government recognized institutions.
The Diploma Certificate should be for a minimum duration of
two year course.
Nurses possessing qualifications recognized under the Indian
Nursing Council, 1947.
Dependent children of parents eligible for ECNR, as above (up
to 24 years)
All persons above the age of 60 years
All visitors to Pakistan and Bangladesh
All visitors going to any country in Europe (except the Commonwealth
of Independent States) or North America.
All
applicants are required personally at the time of submission
and collection of passport.
Note :If passport issued outside Delhi, attach attested
copy of proof of residence.
Emigration Clearance Rules
Even if you do not have the ECNR stamp, you can visit Bangladesh,
Pakistan, countries in Europe (except the Commonwealth of Independent
States) and America without emigration clearance.
In any case, Protector of Emigrants can grant emigration clearance
to categories of skilled/semi-skilled workers for a period of
six months if application is made through authorized recruiting
agent and there is a valid employment visa.
In case the person concerned is leaving the country for non-employment
purpose, he/she can obtain suspension from emigration clearance
for the specified country and from specified period from Protector
of Emigrants.
Fees
The fees to be paid along with the application form (either
by bank draft in favor of Passport Officer, or in cash), is
a as under:
Fresh passport (36 pages) of 10 years validity Rs. 1000/-
Fresh passport (60 pages) of 10 years validity Rs. 1500/-
Fresh passport for minor (below 15 years) of 5 years validity
- Rs. 600/-

Original Documents
It is obligatory to produce the original documents for verification
in passport office.
Time frame for issue of Passports
If all your documents are in order, you sould get your fresh
passport in 5 weeks
If you already hold a passport then your next passport should
be re-issued in outlook provided you hold a passport of same
jurisdiction.
In case of damaged/lost passports (except in case of habitual
losers), provided it is applied in the same office which originally
issued your original passport, you should get passport in about
5 weeks.
If you have applied for a duplicate passport to an office other
than one who issued the passport, you should get your passport
in 6 weeks
If you have applied for an additional booklet for a passport,
issued by the same passport office then you should get the booklet
within 2 weeks.
For issue of passports to minors (less than 15 years) passport
would be issued 2 weeks.
However, in case of emergency, your passport officer can expedite
the issue of passport.
Delivery of Passports
Passports are normally delivered only to the applicant or dispatched
by registered post to the applicant's present address as given
in the application form.
In case a passport has already been granted, it can be delivered
at the counter.
Tatkaal Scheme
An applicant desiring to obtain his passport out of turn in
view of any emergency should submit necessary documentation
along with Tatkaal fee substantiating the urgency. These include:
Covering letter from Indian company with full detail of emergency.
Invitation letter from overseas co-operate or agent.
Verification certificate.
Procedure:
First submit your application as per normal process. After that
meet Public Relation Officer (PRO) and show all relevant emergency
travel documents. If the person needs passport in less than
five weeks from the date of submission of the application, verification
certificate is required. The passport officer shall retain the
right to verify in writing the authenticity of the verification
certificate from the official who has issued it.
Please Note: Police verification shall be done in all
cases of issuance of passport.

(e.) Personal presence is required at the time of collection
and submission of the passport
Note :If applicant holding passport with CID status not
cleared. Such cases are refered to CID for that 3 pp form with
7 coloured photos and proof of residence is required.
Additional Booklet in Ghaziadad
Expired Passport
(a.) Form No 1 (fresh form) duly fill with 7 coloured photograpgs
(b.) Attested copy of first and last 2 pages of the passport,with
all visas, either valid or expired.
(c.) Attested copy of proof of residence.
(d.) Personal presence of applicant is required.
If you are holder of a passport, then you are entitled to an
automatic re-issue of passport, without prior police verification.
You can apply 1 year before the passport expires to obtain this
expeditious service.
Requirements:
Fresh application form
Previous passport
Proof of residence, only if the present address is different
from that given in the previous passport. (verification certificate
or any other document is not required).
Options in terms of validity and size of the booklet:
You can either apply for a 36-paged normal passport booklet
(Fees INR.1000 for 10 years) or a 60-paged jumbo passport booklet
(Fees INR 1500for 10 years). For children below 15 years, INR
600 for a 36 page 5 year validity passport. The passport fee
is subject to revision so please check the amount at the time
of submission of application.
When applying for a Passport after 10 years (Renewal)
Old passport and self-attested photocopy of first four and last
four pages of the passport and all valid visas.
All documentation same as for fresh passport.

Change of name
In case of marriage, re-marriage or divorce.
Fresh application form
Certified marriage certificate or an affidavit from husband
and wife (Annexure application form), with joint photograph.
In case of divorce, divorce deed authenticated by a court.
In case of re-marriage, divorce deed or death certificate of
spouse duly certified.
In other Cases:
Fresh Passport form with 7 photographs
Attested copy of old passport
Local newspaper cutting in original in which the advertisement
was flashed stating the name change.

Change of address
For the following cases:
If you already have a passport and want to change the address
record, approach your nearest passport office and apply for
the same on Misc. Services application form with a fee of INR
100 and proof of new address.
If you have applied for a passport, but before the same is issued,
you have a new residence, you should inform in writing to the
passport office providing your new address details. To request
the transfer of your file to the new passport office, a written
notice is to be given that you have submitted an application
of the passport at the other passport office (with application
numbers etc.), with the new address. No fee required to be paid
in this case.

For children below 16 yrs only visa extension form is used for
registration and only 3 photographs required.
Photocopy of relevant pages of passport and Indian visa.
Terms and conditions of contract on which the foreigner has
come to India.
Copy of approval from Government of India of joint venture or
collaboration in duplicate.
Permission from the Reserve Bank of India in duplicate.
Residence proof i.e. copy of agreement.

Permission from the Reserve Bank of India in duplicate.

E. Documents required for the below mentioned category of
the people
Person going abroad in managerial capacity in hotel / restaurant
/ tea-house or other places e.g. resort etc., possessing specialized
degrees in these field. All professional degree holders, such
as doctor holding MBBS degree in ayurved, or homeopathy, accredited
journalist, engineer, charted accounted, and advocate etc. person
holding graduate or higher degrees. All persons above age of
60 years.
All income-tax payers in their individual capacity. Proof of
assessment of income tax and actual payment of income tax for
last three years to be insisted upon, and not merely payment
of advance tax. However in most cases, as an assessment order
is not issued separately by the income tax dept., income tax
return, which is stamped by income tax authority, can be accepted.
Spouse and dependent children up to the age of 24 year are also
applicable for the same.
